(AP) — Federal officials on Tuesday recommended increasing the distance from undersea pipelines that vessels are allowed to anchor in Southern California, citing a 2021 oil spill they said was caused by ships whose anchors were dragged across a pipeline after a storm. The agency's board members recommended that authorities increase the safety margin between ships anchored on their way to and from the ports of Los Angeles and Long Beach and undersea pipelines in the area. The recommendations as well as several others followed a nearly four-hour hearing on the spill, one of the largest in Southern California in recent years. The backup rippled through supply chains, causing monthslong delays in deliveries of furniture, electronics and clothing, and helped push ocean shipping prices to record levels. Many importers have also diverted goods away from West Coast ports. Disputes between dockworkers and their employers during previous labor talks on the West Coast have led to significant shipping delays. The backup of container ships off Southern California’s coast that was at the heart of U.S. supply chain congestion during the Covid-19 pandemic has effectively disappeared. But the biggest gain likely has come from fewer boxes reaching the busiest U.S. seaport complex for container imports. By January 2022, only 31% of container ships arrived at ports on time, down from about 70% before the pandemic, according to Sea-Intelligence. By September 2021, the average cost for shipping a container from Asia to the U.S. West Coast exceeded $20,000, a sixfold increase from a year earlier, according to the Freightos Baltic Index. Last week, the average cost to ship a container from Asia to the U.S. West Coast had declined 84% from a year earlier to $2,720.
